Reynolds set to sign fetal-heartbeat bill

Iowa Governor Kim Reynolds signed the fetal heartbeat bill Friday afternoon. Acknowledging this, Reynolds said that her actions on Friday were "bigger than just a law", and that she will not be backing down. This is about life.

Republican state Rep. Steven Holt noted that he did "not agree with the exemptions in the amendment, for I believe that all unborn lives matter and that all unborn lives should be protected".

The ban's backers predicted it would trigger a legal battle ultimately resulting in the U.S. Supreme Court overturning the landmark 1973 Roe v. Wade ruling establishing that women have the constitutional right to have an abortion.

Abortion opponents hoping to land the issue back in front of the nation's top court believe the 5-4 conservative majority could sharply curtail abortion access or ban it outright.

Iowa is the first state to ban abortion after the first sign of a fetal heartbeat.

The bill passed through the Iowa House of Representatives on Tuesday by a vote of 51-46, and passed the Senate on Wednesday by a vote of 27-19.

The measure is expected to quickly face a court challenge as both the Iowa affiliates of Planned Parenthood and the American Civil Liberties Union said earlier Friday that they would sue Reynolds if she signed the bill.

Reynolds said in a statement after signing the measure that she expects a legal challenge. Reynolds acknowledged that there would be a court challenge.

Iowa's Republican-controlled Legislature approved the legislation earlier in the week.

"We thank Iowa for recognizing that every life is a gift and that personhood has inherent dignity from the moment of conception", Mancini added.

Reproductive rights advocates say the new potential bans also signal that conservative states are not afraid of being seen as extreme on abortion. In Iowa, abortion is already illegal in most cases after 20 weeks, unless the life of the mother is threatened.
