The grant had been approved, the official said, raising questions about how an affiliation with Hamas' military wing would not have been flagged if Murtaja was known to Israeli intelligence.

Israeli media has reported that "the orders received from the [army's] General Staff" allow soldiers to open fire in three scenarios: "a life-threatening situation, if he detects damage to state infrastructure and if he spots key instigators" - even those unarmed and 100 metres from the fence. The army says it uses live fire as a last resort, and only on attackers.

In an official statement Tuesday the Israeli occupation army announced the action took place on December 22, 2017 and happened in the context of a "response to a violent riot", accusing the man who was standing near the border fence in no apparent act of violence of being suspected of organizing violent incidents.

The interesting thing from this response, if true, shows that the Israeli military shoots at unarmed protesters and only cares to "investigate" such incidents several months later when embarrassing video surfaces. According to Zahalka, the public defending and praising for the actions shown in the video by Israeli ministers and politicians promote such behavior.

Gazans are being called to report to the border fence this coming erev Shabbos too, for an even large event that seen in previous weeks.

The shooting in the video appears to take place along Gaza's border with Israel. Last week, officials estimated there were some 30,000 Gazans participating.
