North Korea seems "sincere" in its apparent willingness to halt nuclear tests if it held denuclearisation talks with the United States, President Donald Trump said on Tuesday as U.S., South Korean and Japanese officials voiced scepticism about any discussions. May be false hope, but the U.

The U.S. State Department said on Tuesday that the United States and South Korea are discussing holding a meeting later this week about potential denuclearisation talks with North Korea. South Korea says North Korea has agreed to impose a moratorium on tests of nuclear weapons and missiles if it holds talks with the United States.

"The South and North agreed to hold the third South-North summit talks at the Peace House in Panmunjeom in late April and to proceed to a specific working-level coordination for this".

Nauert said that U.S. investigators operating under the 1991 Chemical and Biological Weapons Control and Warfare Elimination Act had determined on February 22 that North Korea was to blame for the murder and that VX was used.

After returning from the United States, Chung will visit China and Russian Federation, while Suh Hoon, the head of South Korea's intelligence agency, will head to Japan to brief officials.

South Korean presidential envoys have returned home a day after they met North Korean leader Kim Jong Un in a rare visit to the North. They were the first South Korean officials to meet the young North Korean leader since he took power after his dictator father's death in late 2011.

Trump credited "very, very strong" sanctions and the "big help" of China for North Korea's offer to enter into talks.

The rival Koreas have been taking steps to fix ties strained by North Korean nuclear weapons and missile tests after the North reached out to the South over the recently concluded Pyeongchang Olympics.
