FDA Advances Plan To Slash Nicotine In Cigarettes

If the US Food and Drug Administration succeeds in mandating reduced nicotine, the agency said 33 million young people could be prevented from becoming regular smokers, and it would prompt 5 million people to quit within one year of implementation. Despite a federal requirement that purchasers be at least 18 years of age, use of the product in popular culture, combined with its fruity flavors, have proved a strong draw to younger, would-be vapers.

There has been intense debate about the arbitrary nature of setting February 15, 2007, as the date for an application pathway for product innovations. As we move forward with these efforts, we have an opportunity to more formally solicit feedback, and we'll continue to foster a public dialogue to re-shape our country's relationship with nicotine and seek public input on policies that will guide us toward a healthier future.

Today, the FDA issued an advanced notice of proposed rulemaking to lower nicotine in combustible cigarettes to minimally or nonaddictive levels. British American Tobacco, which owns Reynolds American, has also launched e-cigarette and heat-not-burn products. The FDA is now reviewing the iQOS application.

Previously, the manufacturers were permitted to submit an application only until May 2019 with products in the marketplace if they were in the regulatory review pipeline.

No other countries have proposed reducing nicotine in cigarettes, according to Matthew Myers, who is president of the Campaign for Tobacco-Free Kids, the Post reported.

He said it "is essential that the FDA not depend entirely on this proposal to reduce the death and disease caused by tobacco use".

In the coming weeks, Zeller and Gottlieb said, the FDA will launch two additional regulatory initiatives related to tobacco - one on the use of menthol and other flavorings, and another related to premium cigars. The Royal College's study on traditional cigarettes played a key role in the landmark 1964 surgeon general's determination. This regulation in considered historic in addressing the widespread health problem of cigarette smoking.

Cigarette-related illnesses account for almost half a million deaths in the US annually, a figure that Gottlieb hopes to curb by placing new sanctions on the manufacturing of tobacco.

Last summer, the FDA's announcement that it would be pivoting to anti-smoking strategies called nicotine-delivery products a 'continuum of risk, ' with combustible cigarettes posing the greatest danger.

But these products shouldn't be confused with so-called "light" cigarettes. "In all these cases, these advances were accomplished despite, rather than because of, actions by regulatory authorities and anti-smoking groups". In trials, people instructed to exclusively smoke very low nicotine cigarettes smoked fewer per day, showed less evidence of the kinds of physiological harms produced by cigarette smoking, and were more likely to try to quit after the trial was over. Another concern is that slashing nicotine could lead to a black market in high-nicotine cigarettes.
