Starbucks trials 5p charge on disposable cups

"We're calling for action to reduce the number of single use cups, promote reusable cups over disposable cups and to recycle all coffee cups by 2023", she said.

While the Irish government has already proposed a charge on disposable coffee cups, and Bristol City Council recently voted to charge for cups in all its buildings, United Kingdom officials have so far been loathe to commit to a similar scheme, with Resources Minister Therese Coffey commenting in November that voluntary action was already being taken within the industry (for instance, Starbucks offer a 25 pence discount for using a disposable cup).

According to EAC, 2.5 billion disposable coffee cups are thrown away annually in the United Kingdom, with nearly none being recycled and half a million per day being littered.

Committee chairwoman Mary Creagh said: 'Almost none are recycled and half-a-million a day are littered.

It added: "We recommend that the Government sets a target that all single use coffee cups disposed of in recycling bins should be recycled by 2023".

With coffee shops now a fixture in British society, the committee said that consumers are more responsive to extra charges than to discounts for bringing in their own reusable cups.

"Coffee shops have been pulling the wool over customers" eyes, telling us their cups can be recycled when less than one per cent are'.

"A "latte levy" of 25p will remind people that their normal coffee cup is typically lined with plastic making it hard to recycle, with more than 99 per cent of them destined for landfill or incineration".

Disposable coffee cups are technically recyclable, but most are not because the United Kingdom has just three facilities that can split the paper and plastic components for recycling.

Ministers are already looking at the plans amid a shake-up of waste management in the United Kingdom after the Chancellor hinted at a review of non-recyclable packaging in his Budget past year.

Fewer than 1 in 400 cups is recycled, largely because their plastic linings make recycling trickier.

"There is no excuse for the ongoing reluctance from government and industry to address coffee cup waste".

In a statement, Starbucks said: "We will investigate the impact of a 5p charge on a paper cup, coupled with prominent marketing of reusable cups, on customer behaviour. Legislation needs to set a date after which the continued production of unrecyclable coffee cups is banned by law".

And, the committee also stated that the tax should go towards improving recycling and reprocessing facilities.

Mr Stemman said the industry should continue to focus on other environmental issues such as cutting water use, carbon reduction, and turning waste coffee grounds into biofuel.

Improve labelling to educate consumers about how to dispose of their cup.

David Palmer-Jones, the boss of French company Suez's recycling arm in Britain, said that, to really move the needle on the issue, proposals like the one unveiled by MPs on Friday need to form part of "wider, joined-up reform that shifts the burden of responsibility for all forms of packaging content, recyclability and ultimately their collection, back to the producer".
