Hamas has agreed not to carry out terror attacks against Israel or launch rockets from Gaza into Israeli territory, as part of the Palestinian reconciliation deal signed last week in Cairo.
According to the deal, the Palestinian consensus government would fully take over running the daily affairs in the Gaza Strip from the hands of Hamas.
Hugi reported that sources that are "in the know" told him that Major General Majid Faraj, head of the Palestinian General Intelligence Agency, refused to sign the agreements until Hamas will agree to a truce in the Gaza Strip and the West Bank.
On Thursday, Hamas and Fatah signed a landmark reconciliation deal in Cairo aimed at ending ten years of crippling inter-Palestinian political division.
Negotiations are now expected to be held on forming a unity government, with the various Palestinian political movements invited to another meeting in Cairo on November 21.
For the 2 million Palestinians of Gaza, trapped in a tiny coastal strip that is frequently compared to an open-air prison, the Cairo deal offered a potential respite from their lives of dire shortages of electricity and lifesaving medicine, as well as a chance to travel to the outside world.
The deal comes a month after Hamas dissolved the committee which runs the Gaza Strip and said it was willing to work towards reconciliation with its West Bank rivals.
Also as part of the agreement, the Palestinian Authority can not take any new steps regarding Israel.
Reconciliation could also pose a dilemma for worldwide efforts to reach an Israeli-Palestinian peace deal since Hamas has not recognized Israel, unlike the Abbas-led Palestine Liberation Organization.
Islamist movement Hamas is blacklisted as a terrorist organization by the United States and the European Union. Hamas officials, however, have vowed its military wing would not disarm. Hamas and Israel fought three wars over the past decade.
It was a sobering reality check for a group that, despite years of fiery defiance and arms supplies from Iran, can not rule Gaza without help from Fatah, the rival faction that controls the Palestinian Authority and was driven out of Gaza in violent clashes 10 years ago.
Previous attempts at reconciliation have repeatedly failed, and many analysts are treating the latest bid with caution, waiting to see if actual change will occur on the ground.
