Bombardier spends $2.4 billion a year on aerospace in USA: document

An independent US trade body still has to rule on whether Boeing suffered any harm from Bombardier's tactics when the Canadian company won a big sale of 75 CSeries jets previous year to Delta Air Lines Inc. and unsuccessfully bid to sell planes to United Continental Holdings Inc.

Bombardier "strongly disagreed" with the preliminary decision saying it "represents an egregious overreach and misapplication of the USA trade laws in an apparent attempt to block the CSeries aircraft from entering the U.S. market".

USA aerospace giant Boeing has alleged that Bombardier unfairly benefited from state subsidies allowing it to sell 75 CSeries aircraft at below cost to Delta Airlines.

Bombardier pointed out that the CSeries 100- to 150-seat airline carrier, still to be manufactured to fill the Delta order, will be built with half of the parts coming from US suppliers.

The 80-percent duty would apply to medium-range aircraft with 100 to 150 seats, the Commerce Department said on Friday.

Trade unionists expect a final ruling on the pricing policy to be made in February.

It added: "The antidumping duty law provides USA businesses and workers with a transparent, quasi-judicial, and internationally accepted mechanism to seek relief from the market-distorting effects caused by injurious dumping of imports into the United States".

It's a 79.82 percent hike on top of the 219.63 percent announced in late September, which already put some 4,000 Northern Ireland jobs on the line.

The penalties were imposed after officials decided Bombardier got illegal help from the United Kingdom and Canadian governments.

"The United States is committed to a free trade, fair and reciprocal with Canada, but this does not correspond to our idea of a business relationship which is working properly", said the secretary of Commerce, and Wilbur Ross.

Mr Turner said: "This latest threat of additional tariffs by the USA government, raising to 300% the tariffs imposed so far, highlights an impotence on behalf of a UK Government whose ministers through their inaction appear happy to put Trump's "America first" policy ahead of UK manufacturing jobs".

Bombardier called the decision an "egregious overreach".

"We will.do everything in our power to stand up for American companies and their workers", Ross said in a statement.

Boeing's complaint said it was seeking a "level playing field" for global competitors, but Bombardier accused its rival of hypocrisy.

The C-Series operation's immediate future was thought to have been secured after Bombardier signed a $5.6bn deal in 2016 to provide the aircraft. The Canadian government can also take the case to the World Trade Organization (WTO) in Geneva.
