Flynn Warned About Accepting Foreign Government Payments in 2014: Documents

A Defense Department spokesman confirmed the Flynn probe opened April 4.

"The Pentagon's warning to Gen. Flynn was bold, italicized and could not have been clearer", Cummings told reporters.

One of the documents shows that the Defense Intelligence Agency warned Flynn after his 2014 retirement as the agency's director that he was barred from accepting payments from foreign governments without prior permission from the Pentagon. The letter explained that such "advance approval" would need to come "from the relevant service secretary".

Flynn has previously disclosed that he received between $50,000 and $100,000 as part of his personal stake in $530,000 that his company, Flynn Intel Group, received for consulting work performed a year ago for a Turkish businessman.

The issue involving Turkey emerged after Flynn retroactively registered in March with the Justice Department as a foreign agent for work that his company, Flynn Intel Group, carried out on behalf of Inovo BV.

Flynn is under scrutiny over his contacts with Russian officials, and lawmakers have claim he broke the law by failing to request and receive permission to accept payments for a 2015 trip to Russia.

Mr Flynn also did not seek permission from the USA government to work as a paid foreign agent for Turkish interests, United States defense officials said last month, raising the possibility that the Pentagon could dock his retirement pay. Rep. Cummings, a Democrat, and Republican Congressman Jason Chaffetz each charged that Flynn may have broken the law in taking payments from foreign nations, reports Roll Call. "We found no evidence that he did that". That briefing also produced this unbelievable quote from Chaffetz regarding Flynn: "I see no data to support the notion that Gen. Flynn complied with the law".

During the 2016 campaign, Flynn emerged as a confidante and key advisor to then-candidate Donald Trump, who made a series of pronouncements on the campaign trail that broke with USA policy and favored the Kremlin. He also wants the Army to disclose any other investigations it's launched since 2010 into similar legal violations. Trump fired Flynn for failing to inform senior administration officials about his contacts with Russian officials - contacts that are being examined as part of the wider inquiries into Russian meddling in the 2016 presidential campaign.

Cummings also says that the DIA's account of its discussions with Flynn about his Russia trip contradicts what the former general said through his lawyer earlier this week, Cummings said, when the retired general's attorney alleged that Flynn had "followed appropriate procedures for accepting foreign funds for his trip to Moscow in December 2015 when he dined with Russian President Vladimir Putin".

Earlier this week, the White House refused to release Mr Flynn's forms that he filed in order to obtain a White House security clearance.

"There's obviously a paper trail", Cummings said.

White House National Security Advisor Michael Flynn (C) arrives prior to a joint news conference between Canadian Prime Minister Justin Trudeau and U.S. President Donald Trump at the White House in Washington, U.S., February 13, 2017.

The Democrats on the House Oversight Committee also sent a request to Chaffetz Thursday that they schedule a meeting with the White House to demand the release of the Flynn documents they have asked for.
